Waipa District Council's regulatory committee has approved a resource consent for the construction of a 20-room bed and breakfast-type facility at 17 Hamilton Road.

The developer and consent holder Windsor Trust will be allowed to demolish the existing category C heritage building on the site. A category C heritage building denotes a building of local (as opposed to national or regional) significance.

The new two-storey facility will have 20 guest rooms capable of accommodating a maximum of 42 guests with 25 car-parking spaces. It will operate on a bed and breakfast-type basis and will not provide facilities or services for non-guests. A manager and another staff member will live on site.

A number of conditions have been placed on the resource consent. The developer must permanently close the existing site entrance on Hamilton Road, leaving the only vehicle entrance to the site from Hall Street. Guests must park within the site boundaries; no overflow parking is allowed on Hall Street.

There are also conditions to ensure noise limits are not exceeded and rules have been imposed around lighting, odour, smoke, fumes and dust.

The developer must have a landscaping plan approved by Waipa District Council which includes specific requirements around trees including their location, species and height.

The developer must also retain a portion of the existing brick and metal boundary fence adjacent to Hamilton Road and Hall Street to provide a remnant of the original brick work and a physical link to the site's heritage. Interpretive signage, detailing the property's history must be erected and maintained.

The resource consent decision was released by Waipa District Council today and follows a hearing held last month. Council received 32 submissions on the application.
